Things to Check Before Buying a Flat in Gurgaon: 2026 Luxury Buyer Checklist
When buying a luxury flat in Gurgaon, start with the Haryana RERA record and end with the tax bill. Match the registration number, promoter name and completion date in your agreement with the regulator’s file. Compare carpet area with super area to find the loading, divide total homes by site acres to read density, and confirm whether any IGBC rating is final. Then budget stamp duty of 7 percent for a man, 5 percent for a woman or 6 percent for joint owners, plus 5 percent GST on an under-construction home. Buying a Flat in Gurgaon 2026.
Haryana RERA Project Search and Registration Check
Every project in Gurugram district has to be registered with the Haryana Real Estate Regulatory Authority before it is advertised or sold, and its file is public on the state RERA portal.
Open that file and look for 3 records: the sanctioned building plan, the land title papers the promoter filed and the quarterly progress reports that Section 11 of the RERA Act, 2016 makes compulsory. Missing quarters show a promoter that is not reporting on time.
Carpet Area Vs Super Area and the Loading Factor
Many Gurgaon listings still quote super area, which adds a share of lobbies, lift cores, the clubhouse and walls to each apartment. Carpet area is the legal measure: the net usable floor area inside the home, excluding external walls, service shafts, and any exclusive balcony or open terrace, and including internal partition walls.
Loading is the share of super area that is not carpet area. If a 4 BHK is listed at 2,500 sq.ft. super area and the agreement shows 1,750 sq.ft. carpet area, the loading is 30 percent, and each sq.ft. you live in costs about 43 percent more than the quoted super rate.
Large-format homes need one more step. A deep balcony adds open living space but nothing to carpet area, so the agreement should list the balcony area on a separate line, and projects are best compared on price per carpet sq.ft.
Units per Acre and Project Density
Density is total homes divided by site area in acres. A lower figure usually leaves more open ground per family and fewer people sharing the pool, lifts and basement ramps.
Read it next to 3 tower-level figures from the building plans: homes per floor, lifts per tower and car parks allotted per unit. A low-density site can still feel crowded when too many homes share one lift core.
IGBC Pre-Certified Meaning for Homebuyers
The Indian Green Building Council rates homes at 4 levels: Certified, Silver, Gold and Platinum, with Platinum at the top.
A pre-certification is an early rating. The project revalidates it every 6 months during construction until it receives the final rating, and it stays valid for 3 years. A pre-certified tower has promised the standard. A certified tower has met it.
When handover is due after that window, the useful question for the developer is whether the final rating has been applied for.
Stamp Duty and Registration Charges in Gurgaon 2026
Haryana charges stamp duty on the higher of the agreement value and the locality’s circle rate, so a discount below the circle rate doesn’t lower the duty.
The name on the deed changes the bill. On a ₹5 Cr flat, a deed in a woman’s sole name costs ₹10 lakh less in stamp duty than one in a man’s sole name, and a joint deed costs ₹5 lakh less.
The registration fee is slab-based and capped at ₹50,000 for any home valued above ₹90 lakhs. GST does not apply once the developer holds a completion or occupancy certificate, which is why a ready home has no GST on its price.
Parking, preferential location charges, club membership, and the maintenance deposit are set by each developer, so a fair comparison between 2 projects puts them on the same cost sheet.
Possession Delay Compensation Under RERA
Section 18 of the Act gives a buyer 2 routes when possession is late: withdraw and take a refund with interest and compensation, or stay in the project and receive interest for every month of delay until handover.
In Haryana, Rule 15 of the state RERA Rules, 2017 sets interest at the State Bank of India’s highest MCLR plus 2 percent.
The 2 routes do not combine. In a ruling reported in November 2025, the Haryana authority’s adjudicating officer held that buyers who had already received delay interest could not claim further compensation, so they should decide early whether to keep the home or take the money back.
Site Visit Checklist for a Luxury Flat
Our team takes the draft agreement, not the brochure, to every site visit. These are the checks we run in the tower and on the floor on offer.
| What We Check | Why It Matters |
|---|---|
| Actual floor plate for the tower and floor offered | A sample flat rarely shows the window wall facing the next tower or where AC outdoor units go |
| Service lift and staff entry | Shows whether movers, deliveries and domestic staff share the residents’ lobby |
| Walk from the allotted parking bay to the lift core | You repeat this walk on every trip in and out |
| Specification annexure in the agreement | Brochure brands bind no one unless the agreement lists them, and an “or equivalent” clause allows substitution |
On a Golf Course Extension Road property, and on a Sector 63A Gurgaon property in particular, we also stand on the balcony in the morning and again in the evening. Orientation, road noise and the view of neighbouring towers decide how a Gurgaon real estate investment holds up at resale, long after the amenities stop being new.
“The brochure sells the view from the top floor. The agreement for sale decides what you actually own.”
Conscient Hines Elevate Vista: Checklist Review
Running these checks on a live launch shows how they work. Conscient Hines Elevate Vista plans 244 residences on a 10.5-acre site (about 23 homes per acre), with 4 towers of 31 and 35 floors in Phase 1 and 3 levels of basement parking.
The 3.5 BHK is listed at about 3,000 sq.ft., and the 4.5 BHK at about 4,200 sq.ft. Every residence has a wrap-around balcony, which makes the carpet-to-balcony split the first figure to request.

Frequently Asked Questions
How much booking amount can a builder take in Gurgaon?
A builder cannot take more than 10 percent of the apartment cost before a written agreement for sale is registered. Section 13 of the RERA Act sets this limit for every promoter. If a developer asks for more at booking, you can ask for the registered agreement first and keep every receipt in your own name.
Who pays for structural defects after possession in Gurgaon?
The promoter pays. Under RERA Section 14(3), if you report a structural defect or poor workmanship within 5 years of handover, the promoter must fix it within 30 days at no extra cost to you. If the repair is not made, you can seek compensation through the state real estate regulator.
When should the conveyance deed be signed for a new flat?
Your builder-buyer agreement sets the date. Where no local law fixes a period, RERA Section 17 asks the promoter to execute a registered conveyance deed within 3 months of the occupancy certificate. A possession letter alone does not make you the owner; the registered deed transfers title.
Which documents should you see before buying a luxury flat in Gurugram?
You should see the RERA registration certificate, the allotment letter, the builder-buyer agreement, and the sanctioned building plan for your tower. For a resale or ready home, add the conveyance deed, the occupancy certificate and an encumbrance check. Keep the payment schedule and all receipts, as banks ask for them during the loan process.
Is a ready-to-move flat better than an under-construction one in Gurgaon?
Each suits a different buyer. A ready flat lets you inspect the actual home and move in or rent it out at once. An under-construction flat usually offers staged payments and a wider choice of floors, but it comes with delay risk and a longer wait. Your timeline and cash flow should decide.
Can you get a home loan for an under-construction luxury apartment?
Yes. Most banks lend on under-construction homes and release funds in stages as construction progresses. Until full disbursal, you usually pay interest only on the amount released, often called pre-EMI. Before booking, check that your lender has approved the project, because approved project lists differ from one bank to another.
Where is Conscient Elevate Vista Gurgaon located?
Elevate Vista is in Sector 63A on Golf Course Extension Road, Gurugram. Conscient is developing it in partnership with Hines, and Benoy, an international architecture firm, designed the residences. The site is about 2.8 km from the Southern Peripheral Road and 4.6 km from Sohna Road, and about 23.3 km from IGI Airport Terminal 3.
What is the price of Elevate Vista in Sector 63A?
Pricing is available on request, and it varies by tower and floor. A written cost sheet for the unit you choose should separate the base price, GST, parking, club membership and the maintenance deposit.
